One of the part close to the end of the questline (ancient pickaxe) can provide you with a dark organ (even if you don't have the tech). P.S: witch Stranger Sins, you can skip the dark organ part. Wether I did all possible quests before or almost none, it was always 3 burning. I've even done it with almost no other quest progressed (except the church opened which is required) when testing the trigger point of the different tier of corpse. I've tried the game in mutliple different quest order, and no matter what I did, the 3rd witch burning was always the last. You can absolutely skip learning Cultist though. If you "skip" this quest line you also cannot finish the game, so you really can't skip the organs tech. The limits are just for the purpose of triggering the dark organ quest. *After turning in dark organs you can continue doing the Cannibal Cafe thing at the witch burnings if you want.
